Pursuant to the IATA Cargo Agent's Handbook (Resolution 801) Local Financial Criteria for Hong Kong, applicant forwarders must satisfy strict official thresholds regarding paid-up capital, audited financial ratios, licensed personnel quotas, and operational suitability.

1. 實繳資本金 (Paid-Up Capital)

根據香港本地財務標準，申請企業之實繳資本金 (Paid-Up Share Capital) 不得少於 HKD $1,000,000。

2. 財年結算 9 個月內審計報告

須遞交 9 個月內 (從 FYE 算起) 之無保留意見審計報告。注意：若錯過 9 個月窗口，必須待下個財年審計完成後方可申請！

3. 關鍵財務比率 (Financial Ratios)

營運資金比率 (Working Capital Ratio) 達 1:1 或以上、有形淨資產 (TNW) ≥ $1M，直接影響 CASS 銀行擔保 (BG) 質押天數。

4. 持牌人員與專屬保險報價

2. 實繳資本金 ≥ HKD $1,000,0002. Paid-Up Capital ≥ HKD $1M 公司商業登記之實繳股本 (Paid-Up Share Capital) 達最低 HKD $1,000,000 或以上（香港本地財務標準）。Paid-up share capital meets the Hong Kong local minimum requirement of HKD $1,000,000.

3. 財年結算 9 個月內無保留意見審計報告3. Audited Accounts (<9 Mos from FYE) 具備執業會計師簽發之無保留意見審計報告。注意：香港企業通常以 12 月 31 日或 3 月 31 日為財年結算 (FYE)，報告不得超過 FYE 9 個月，否則須待下個財年審計完成後方可申請！ Audited financial statements with an unqualified opinion (<9 mos from FYE). Note: If 9-month window from FYE (Dec 31/Mar 31) is missed, application must wait for next FYE audit!

FINANCIAL CRITERIA — HONG KONG (Effective from 01 July 2019)

1. DEFINITIONS & GENERAL QUALIFICATIONS

a) Minimum Paid-Up Capital: HKD $1,000,000 minimum share capital required. Failure constitutes Level 1 Failure.

b) Trading History: Applicant must be actively engaged in air cargo promotion, sale, and handling in HK for ≥6 months prior to application (Rule 1.1.1.2).

c) Staff Requirements: Minimum 2 full-time competent staff holding valid Dangerous Goods Acceptance certificates (<24 months validity) AND 2 staff holding IATA Introductory Diplomas or ≥3 years documented air cargo experience (Rule 1.1.3).

2. FINANCIAL EVALUATION PROCEDURE & RATIOS

• Complete set of audited financial statements not older than nine (9) months at the time of assessment from FYE. Auditor's opinion must give an unqualified "true and fair view".

• Working Capital Ratio: (Total Current Assets - Encumbrances - Related Party Loans) / Total Current Liabilities ≥ 1:1.

• Liquidity Ratio: (Current Assets - Encumbrances - Deposits - Prepayments - Stock - Related Party Loans) / (Current Liabilities - Bank Overdraft - Related Party Loans):

≥1.0 (20 pts) | 0.80–0.99 (10 pts) | <0.8 (Failed / Level 1)

• Tangible Net Worth (TNW): ≥HKD $5,000,000 with no net loss (60 pts) | HKD $3M–$5M (55 pts) | HKD $1M–$3M (50 pts) | <HKD $1M (Failed / Level 1)

• EBITDA: Positive for 2 consecutive years (20 pts) | Not negative in 2 consecutive years (10 pts) | Negative in previous 2 consecutive years (Failed / Level 1)

3. CASS INDUSTRY FINANCIAL SECURITY (BANK GUARANTEE) DAYS

• Level 4 (100 Points): Financial Security equivalent to 9 days of CASS turnover.

• Level 3 (>70–95 Points): Financial Security equivalent to 14 days of CASS turnover.

• Level 2 (70 Points): Financial Security equivalent to 17 days of CASS turnover.

• Level 1 (<70 Points / Failed): Financial Security equivalent to 42 days of CASS turnover (or 30 days if TNW ≥ $5M and EBITDA positive for 2 yrs).
